The Town of Cobourg has launched an internal review into its own compensation and organizational structure.

The purpose is to identify potential overlaps or duplication as well as strengths and weaknesses .
Deputy-Mayor Stan Frost calls it a tune-up saying certain job classifications are in heavy demand and the Town must ensure it's in a competitive position. 107.9 News

Stan FrostThe implication is that wages will go up but Frost went on to say that Police and Councillors’ wages are not part of the study. The study is being done by an outside consultant so “internal” is a bit misleading – they mean internal as in “the internal organization structure” – not that it’s being done by their own staff.
